I ordered this book not knowing exactly what audience it would suit best to and frankly, after reading this it is a very important part of putting a risk management and litigation prevention or minimal impact to street officers who would not understand a lot of the electro-physiolgy effects and what actually happens when the unit is deployed in a situation where the use of a firearm would be justified but other means were at an individual officers (or private citizen) using a TASER ECD in a critical situation. This book is absolutely paramount reading and incorporation of a departments use of force doctrine. The book contains extremely well composed, long term data and real-life studies that should be incorporated into the training and certification of an officer using such a device in the field. I learned quite a bit in reading it and be assured, a plaintiff's attorney will likely have this in his hands as well. The physical, moral, legal and ethical deployment is obviously a departments choice in ECD use. There are MANY parts of this book every officer should be clearly tested upon the ramifications of use and the fallout that will ensue 99% of the time one is deployed. (I am a former street officer who went to the Federal law enforcement realm) This device has proved itself as a viable tool to avoid a less than lethal option when very few are available and when the only other option would be to transition to a lethal use of a firearm - justified- but the ECD covers a lot of the "Grey area" in the circle of force. This device has prevented me on three separate events the option not to transition to my sidearm and possibly kill the suspect. The book covers areas such as subjects on mind-altering drug influence, effect, lack of effect, mis-fires, failure to penetrate and datum in respect to such subjects in great details. Everything from reasonable use to cardiac issues, subjects in varied health states and medical data is supplied in detail. This book is not for the average patrol officer but those in the charge of policy, risk mgt, emergency responder information, medical and legal data in great form. While the devices have gained negative notice by todays media this book should be part of every department and legal dept. as well. This is not intended to be a overall synopsis of the book or contents. Just my proverbial "two cents" in respect to this subject. The certification to carry class I took several years ago failed to mention several key issues covered in this publication. If you are a LEO or training officer or considering deployment of the devices to the sworn officers this is absolutely mandatory reading and get a legal pad and have questions for your legal team and medical facilitator. Even private citizens now availed with the C2 version would benefit greatly from this book. This is truly a example of "where the pen is mightier than the sword" is used in context. I am thoroughly impressed by the vast knowledge in both pro and con presentation given and this is a medium that should be available to all persons who opt to incorporate this into ones defense options. The book is a bit pricy but can be found for less but it's a LOT more cost effective than an attorney at your throat in a civil action. I strongly encourage management staff to review this book and find it's merits on your own. There are a ton there and with all the options at our disposal this tends to be the most deployed before lethal means are used as a measure of protecting the officer or legally armed person in control of an ECD.
